2017 Ellis Island Quarter Possible Error? Please Help

Any help identifying this would be greatly appreciated as I'm not seeing any more of these out there to compare. Report this Post to the Staff

Second, that mark from the rim at about 9 o'clock across two of the immigrants is a scratch from the coin being circulated and not a mint error.
