came across this 2004 Wisconsin, new to quarters and still learning, can anyone help me out with this one? The FORWARD on the reverse looks doubled and the mint mark, T in TRUST, E in WE, and the rest of the devices in the obverse are odd

No RPM's after 1990.Obverse looks over abraded. Forwards is MD.

Hello John1 never mentioned RPM in the original post.... Main question was the word FORWARD on the reverse

@CTT, as I recall, MD is quite common with these incuse inscriptions. The mintmark is oddly shaped--could be from a well-placed hit.

Those letters are incuse,so they are MD. Incuse letters are the opposite of raised letters when it comes to MD.But to be positive wait for a pro or two to chime in.
