These coins were cast rather than struck even at this late date. They are very common - through some of the earlier rulers are scarcer.

Interesting that they used a star of david for a coin from a city that is 99% percent Muslim.

Only a guess but perhaps it was a good will gesture towards a smaller segment of the population similar in concept to the % that Palestinians occupy together with the primarily Israeli territory of today?
