To CCF! Just an altered coin. That's some type of sticky residue gunk on the obverse. PSD. Not an error coin.

If it is a mint made product, that would be a struck through fragment error. If a small piece of metal gets struck, bounces around in the press, then lands on a blank and then gets struck again, it will leave this kind of mark. There are other possibilities, but they would be post mint made. Can you post a picture of the reverse?

interesting for sure. perhaps a couple more pictures, on of the reverse, and a close up of the area in question, and a photo from the side, looking at the area in question.

Also soak in acetone to remove the gunk first and get a better idea

After soaking the penny in Acetone the CE is gone...darn!
