Is this a lamination error or just damage? If so does it add any value?

@d0404, first welcome to CCF. Second, it looks to me like something might be on the surface of the coin rather than this being a lamination. Consider soaking it in acetone to see if this surface stuff is removed.

Is the discolored area raised, depressed or level with the surface of the coin?

Sure wish the photos (coin) were rotated and in upright position..Easier on my brain..I'll hold off on commenting ,until Coinfrogs question is answered........ to CCF
