@dk, first welcome to CCF. Second, I agree with the frog that your coin was likely minted with a little bit of grease in the die that caused the word STATES to be lightly struck.

@dk, if major aspects of the details are missing, then a grease-filled die can add some value to a coin. Yours is a nice example, but probably not extreme enough to have increased the value.

That area is often affected because of the all the metal movement for the obverse, opposite that area.

The taller tops of the devices are not in the affected area. On a Struck Through Grease they will be filled on the die also, leaving that area lower.
