The word LIBERTY seems to be overriding the rim and there is also excess material extending from the rim at the top. the 7 in 70 seems to have extra material on it. Report this Post to the Staff

If the coin is heavy it might have been struck through debris on the upper area of the rims. I can't tell if the top of the head is weak or not, but if there were excess metal there before the strike and later fallen off, that might be what you have.
