I love looking at all pocket change in hopes to find an error or anything new, SO I hope I'm not buggin anyone by putting anything I find on here for an opinion.

But I ran across this today and I'm almost positive it's an RPM but found nothing of its kind

It is definitely not an RPM since mint marks were no longer added to dies by hand after 1989/90- they are now hubbed along with the main design. Notice the flow lines around the mint mark- that is a sign of heavy die wear.
