That's Machine Doubling..a tip: always check on VarietyVista.com or other sites to compare die markers on listed (known) varieties..then if you find one your un-sure about...post

Sadly I agree with Greasy Fingers that is MD, notice how it's flat and shelf like, also the devices are reduced in size

Note the areas you are looking at. All the reduced areas on the outside of the design. That is where Machine Doubling happens after the strike on the coin.

Note the image on the right? That is a doubled die. It is called a doubled die as the devices are doubled on the die. On your coin, the die was normal. After the strike the machine movement of the dies, damages the coins devices.
