What are you seeing as doubling?
Here is what to look on the big DDR:
1994-Memorial-Possible-DDR
The blips on the bay looks like gas under the plating. Even note the direction? They are in line with the texture of the plating.

Sometimes it takes looking up information to see what these doubled dies look like. That way when you search you know what is out there to find. So reading the into helps a lot even before you start searching. How I found the first 2002-D DDR on the EPU, I considered: If this happened this year, I'm going to start checking other years for the same hub doubling that could happen. A few months later I found it. (not just accepting that had been found, but considering the same event could happen on other years:

I see plating issues, but nothing else. Normal coin.
