Do you think it is an error under jefferson face on the reverse ? And what about the center of the building .Does it look normal?

The dark spots looks like sneeze droplets. The dull finish reminds me of a dip in jewelry cleaner, of into a soda that has lower acid. Just enough to etch the coin.
