2017 P George Rogers Quarter Damage Only On Background

There is damage on this quarter--looks like smear marks--but it's only on the background. It's hard to make out in the photos because the coin is so shiny. What would cause this? Why aren't the men on the coin smeared as well? In spots near the guys the smears turn..."chunky."

There's scratches and dings ( PSD) on "GEORGE". EPU also shows Incused Machine Doubling as well. The background shows polishing marks, known as Die Scratches. http://www.error-ref.com/incused-machine-doubling/ http://www.error-ref.com/heavy-die-scratches/

Errers and Varietys, thank you for the help.

I knew about the MD...it was the die scratches that I haven't run across before. Well, at least, not that severe, and I never knew that's what I was looking at.

But the field scratches look like Feeder Finger Damage to me.
