It looks like the date and mint mark took a big hit and circulation has smoothed out damaged area. I'm thinking it's just PSD.

Well first of all the 1946 year was known for the weaker '46' on pretty much all the coins.

As the dies wore down, the 46 became a lot weaker like you coin shows.
I've seen some with a strong mintmark and 19, but the 46 was weak. Note the 3 close ups of the date: there is a trench where something had damaged the mintmark and the 4 on the date on your coin. So it looks like a bit of damage on that area of the coin.
