Well first of all the 1946 year was known for the weaker '46' on pretty much all the coins. As the dies wore down, the 46 became a lot weaker like you coin shows. I've seen some with a strong mintmark and 19, but the 46 was weak. Note the 3 close ups of the date: there is a trench where something had damaged the mintmark and the 4 on the date on your coin. So it looks like a bit of damage on that area of the coin.
