came across this awesome die chip in the second 9 in 1994 with a "melting" over effect.

Correct call die chip. Why is this not called a broken post? Because on the '96' on the Lincoln cents, they are not formed by a post. Just part of the die is what creates these. The two digits do not loop together on any of these digits Lincoln Cents. (All are open)
