Possible rim bur? But there appears to be a wave of the metal to the south of the coin. Does the reverse show a push out opposite this area? If so, then it is damage.

It maybe damage. Look at the 'URIB' area, it looks like a push out near that area.

The third image of the first set shows what I see. The angle of lighting is different than the third image, of the first set. It would be on the o'NE_' side, on the stripe with the angle bag mark above the space after the 'E'. (about the same distance as the 'E' is from the stripes of the shield left side) You can see a bulge there.

its rounded ends make that depression below Abe's ear look like a struck through
