Good afternoon!

First and foremost, thank you for taking the time to answer this post for me. I'm sure the answer is pretty obvious but what would you guys say this is? Aren't full on doubled dies supposed to be on all lettering of the same face of the coin?

Thanks again

The apparent doubling of the date is due to the copper plating lifting near the cut off portion of that plating.

True most doubled dies are having the devices enlarged. But on your coin it is showing Die Deterioration Doubling. This is mostly on the fields only and in the direction of the closest rim. So on your coin the three digits area affected on the right. On LIBERTY the devices will show the same thing on the left side of the devices. (note the 'I' on Liberty) and on the motto, on the tops of the devices. (TRU on Trust) This get stronger as the die is continued to be used:

This is not a doubled die. A close cousin of your coin would be the 1995-D DDO:

Note how the devices are affected, and not the fields? Eventually even on a doubled die, it will show DDD, as it continues to age even more until it is retired. (Taking a second look at the last image, it is starting to show DDD. So why is this still a doubled die? It is a doubled die because of the doubling on the die, but as the die ages, (just like the die that struck your coin) it to is showing it as age as it is continued to be used.
