I can't put this coin down all dang day. In the date, there appears to be a 1 and a 9 and if you look on the reverse upside down under "dollar" there's some numbers there, FAINTLY

There is a 1970-S proof quarter struck on a silver 1941 Canadian Quarter known to exist, but that is a one-of-a-kind coin.

Theoretically, if there were another 70-S proof (note your coin isn't even a 70-S proof) on a 41 Canadian quarter, the odds of the date being in the exact same spot above DOLLAR like the first one is INCREDIBLY small.

I believe your coin has coincidental contact marks or staining.

First,

If it's clad (and it appears to be), it couldn't be struck over anything pre-1965.

One possibility. I do see marks near the "DO" of DOLLAR. I marked a portion of your photo where they are visible. These either are just circulation damage or possibly remnants of a die clash. The legs of the "R" of LIBERTY would be very close to the positions of these marks in a clash.
