If there was a missing clad issue, I would expect to see a step down where the cladding was missing and a lot darker color.

Also if it were peeling, you would expect to see weakness/ghost image, where the peel happened.

Nope. Just being left in the elements with rain and heat and dirt, alter the surface of the coin. If you carry them in your pocket for a month, the silver color comes back, the red turns black and the tops of the devices will be one color, the fields will be a different color:

I agree wth @coop that this looks like surface staining. The weight should be normal in that case.

This looks like one of many coins that I've seen with rust stains. It's not the coin that has rusted, but metal that was in contact with the coin. I've pulled lots of coins out of coffee cans, tool boxes, etc. that had coins and water in them at the same time. The water cause the can to rust out, then evaporates. That will deposit rust on the coins and cause the same look as seen on the surfaces of your coin.
