I was looking at this Kennedy half dollar and noticed it was missing or nearly missing the H & A in hall on the reverse. It looks like a sloppy coin in general and I'm curious if the classify it as an error?

Looks like a partially Grease Filled Die.
Not enough for any premium but keep it as an example until a better one comes along.

Looks like MD on the tower and the EPU Which seems to be an example of multiple directions. (The machine doesn't follow rules, just moves the way the machine is loosest) The weakness on the bell tower looks like over polishing of the die. So while it looks like a lot going on, it is still just a face coin. The missing devices are from a Grease Filled Die.
1.Grease filled die.
2.Over polished die
3.Machine doubling.
