By the year 1999 the US mint was using a single squeeze process for making coins, therefore the doubling would be seen in the center of the coins. For your 99D there are no known ddos and the DDR would be a bar column right or left to where Abe is sitting. Your cent looks normal with damage...spender

Sorry @madman, but I'm not seeing any doubling either. As you may know, that semi-circular arc of a scratch on and around Abe is most likely from a Coin Wrapping Machine.
