One would normally expect that the quality controls relating to proof coins would prevent triple die errors from escaping into issue. I guess the reason in this case, is that the error was sufficiently minor to escape detection. That sometimes happens. Congratulations. Your sharp eye has helped you.

 I don't know, in the back of my mind I still truly believe the mint produces error coins intentionally. Otherwise, none of us would be here looking for them.

PCGS is the best. It looks like you might have a cameo coin as well those are worth a little more. I have a DDO from the same year, mine is small date over large date. It didn't seem valuable enough to me to send in. Not many sold records on your coin but a very nice one indeed!

It is a DDO, but not the Tripled die:  Note the mintmark locations are different. Also the tripled die show double lines on all areas.

Great! Its heading to PCGS right now! Yes, I found it in a proof set that I purchased in a lot at a flea market. I opened the set to get it.I found many goodies in that lot!
