Well the reverse die was over polished. Note the smaller devices and the fields were reduced a lot on the left side of the coin on the ONE area. I've seen this before:

But yours is interesting to show to a new collector. Many times new ones will bring damaged coins to the forum when they start out. But this one is a sever die event.

we often see coins that are struck slightly (and sometimes VERY) off-centre and I think that's what your cent is showing.
