Has the look of a proof coin , how can I find out if its truly an error

Normal planchet. Probably a better die state. A closer view would help.

Sorry its hard to get close ups where it has a mirror looking background

I have a few uncirculated and they have that mirror finish, but most I got is frosty looking , so I say your right its just an early die state

Just as I figured on your nicest looking coin. It is an EDS (Early Die State) coin. Note the EDS coin next to the dull one on the the bottom of image #3 and #4? See how the devices are different sized. So the coin in image #4 was polished down. While the devices on #3 are full and strong. Also the fields are very smooth. (just the way an EDS coin should look. So you have a normal coin in the earliest die state. That is why the coin looks so good.
