I found this one just now and it's the same size as the bottom of the 9 curve and it's not shelf like either theres a little bump by the mint mark but it's not as distinct as the 9 in 90

It looks like a linear plating bubble that just happens to look like an extra upright for the 9. If you take a wooden toothpick and press on it you may find it to be flexible. It's not doubling or a strike error. It's common on copper plated zinc coins.
