Those lines look incuse. A die clash would be raised so I
would say it is PMD

A clash would only affect the fields. Not the deeper die devices. Here is what a clash over lay would look like on a dime:

A die gouge would only affect the fields. (because the bust is deeper into the dies) Only the fields are affected by clashes. Die scrapes/Scraches/Gouges happen usually on the fields. So it looks like coin damage on your coin to me.

@BA, I'm aligned with @coop that this is damage--looks like a sharp knife was used to make several short, parallel cuts in the surface of your dime.

You're likely right, and that was my instinct. They're just so even and precise, and they skip over the cheek. They don't seem at all random.
