It looks to be environmentally damaged. I don't know if that weight would allow for the copper plating to have been stripped. I don't believe it was struck on an unplated planchet.

Halfway through 1982 the U.S. Mint switched from a copper core to a zinc planchet that was plated in copper. Your cent has post mint damage that has stripped most of the copper away. The texture seen in the obverse field above the date (the slightly rough texture) I think suggests acid corrosion like if the coin sat in vinegar for a while perhaps? That is just a guess. The good news/bad news is it's worth one cent. Spend it.

To me it looks like an altered coin. I see the normal plating over zinc dust. But I think this coin was altered by someone adding zinc on the outside of the coin, trying to create a missing plating coin. There are YouTube videos on this. But this coin has plating under the add zinc layer. Its a fake example. A missing plated coins surface would be smooth.
