Help Needed W/Constantine City Commemorative (?) Identification

I have a couple of these in the same design but this one is weird, in particular, the quality of the reverse engraving seems very crude compared to the others, and the mint mark is not discernible; I can tell it's on a small flan, but I could use some help nailing down a more precise attribution or at least a mint. I have two imitative AE's of Constantine but they are both VLPP types and I'm not sure if these city commemoratives were copied.

Thoughts appreciated. It resembles some issues of Trier but I can't quite find a match.

Obv: Helmeted and mantled bust left with sceptre, CONSTANTI / (NOPOLIS?)

Rev: Victory left on prow, holding shield and sceptre or spear, no visible legend, possibly a wreath left field

Perhaps Rome mint with wreath separating R and officina letter in exergue. The wreath-like object in lower left field is the decorated prow.

Yup, I think you already found it, looks like RIC VII Rome 355 is rather close (which gives the mint as R wreath ε ) and the legend break on the obverse is identical.

It's REALLY crusty and could probably use further cleaning but cleaning ancients is one thing I have not yet been brave enough to even attempt. The surface seems stable, though, I don't see any BD or other nastiness.
