I agree with MS63 looks like an excessive amount of minor contact marks. However I also believe this is an example of a coin struck with the pressure to low. Many of these marks are burnishing marks that weren't removed from the planchet because of low pressure, just look at the tops of all the letters and date. In my opinion only, SPP would know.

Maybe just me, there are so many contact marks on the rim and reverse can't even see a MS grade

Ms 62 looks like some sort of error on the reverse side bottom left, or painted?

I have the same opinion as @john100. There are a lot of marks on the coin, so I don't see an MS grade.
