Hate to be the one to say it, but it's a tourist copy of a famous silver stater of the Persian general Datames. It's made from nonexistent die pairings.

This reverse with Datames in a ceremonial robe receiving a blessing from the God ANA

The porosity is a dead giveaway - these are always well struck unless extremely worn, so the lack of flat spots anywhere on the coin is impossible to rectify with the lack of detail in protected areas. (Not to mention that this obverse and reverse are never found together on real coins)
