If it's genuine, try either of these:
KM# Pn52, Kann# 664 Pattern or
Y# 332 Circulating Commemorative

I can't really see any difference between the two.
Both silver, both 26.8g and 39mm and 1916

The coin is without any doubt in my mind a Numismatic Forgery - the weight is simply too low for a genuine coin and there are very tiny details common to most forgeries. Too many small raised pimples on the coin surface - poor die surfaces - irregular beads at edge and a poorly fitting collar. Finally the portrait is just simply a bad job. Human faces are hard to get right and this face is not the same person that was on the coin. Just look at the eyes - this guy is scared stiff. The plume on the cap looks like an old mop. The dragon design is poor as well, in particular it lacks sharp scales and the details are incorrect.

Zero chance it is genuine. Unlikely to be silver. A $5 coin tops.

Unfortunately I can almost guarantee that this isn't genuine as well. If you compare Yuan Shikai's eyes, his coat buttons, and the medal on his chest with an original, they're all off. Personally I would avoid potentially high value Chinese and Japanese coins that has that flat luster.
