Looks natural to me too. Remember that coins, like all metals, react differently in different climatic conditions. Piping, coins, IBeams, Angle Irons, etc all react differently in different areas of the world. I've seen very few Blue Cents except on these forums. Probably due to the area I live and the amount of usage coins get.
Of course that coin could have been to a auto paint shop.
Reminds me of my old Monte Carlo.
I'm not a toned coin person but that is kind of OK.

I believe it is the melted pvc or mylar from a holder.

OK, the top small picture actually tells the story a LOT better. I see cartwheel luster and red not nomrally present on an AU coin. The only concerns I have are the wheat grains on the left stalk and the non-toned spot on the right wheat. It could be the picture, but those left stalk grains are not as sharp as they should be on an MS coin. I've never see a worn die state on an 09P in just that area. The dies seemed to wear evenly on the 09's and there's nothing on the left side of the obverse that would indicate strike weakness.

If there's no evident wear on those grains or the cheek, I say this is a solid MS64 coin.

I have a 1909vdb, 1916d, 1928 and a 1929s all with the same type of blue toning. I love them!

Heres some pics, made a mistake last night with the 1929s is a 29 plain. I have no pics of the 1916d yet but my 1920 also has some blue toning. heres the pics
