There's a website I used once not sure on the rules here but it's called State Quarters if you search for it youll find it. I don't want to post a link or type it out bea use it may be against the rules. Maybe a little more expensive than ebay, maybe they are a little slow to complete an order also, but in the end they did fulfill it and ship it and I was satisfied with what I was sent. You can buy rolls or half rolls or 50/50 rolls of p or d or singles, or setsby year or 50 states ect. Lots of options, and they have everything from State Quarters to ATB to Presidential dollars and the S mint circulation strikes too, all at one place so one shipping cost.

My only complaint was they weren't very communicative and they were slow. I think it's a really small operation, maybe like 1 person only and as a side job, that kind of customer service but like I said they didn't rip me off and I was satisfied.
