Im not sure about a strike through but at some point currency was pressed into this coin. In creases like around the numbers I can still see bill fragments. The 7 look dbled to me...

The edge looks like something is filling the reeds in on that area. Also on the coin face on the 'IB' area. Possible cement? PSD. A bill is stronger than that. I thought it looks like cement. But it is not a mint error.

Dang it, sorry I was at a Xmas party. I'll post what you wanted to see in a few. I was being so gentle with that coin too. The reeds and stuff I believe is the bill but I've seen it as close as you. I'll put it under the scope

It just has some kind of gunk or possibly the start of corrosion. Nothing that could be considered an error.
