Looks more like a die crack forming on the tip of the beak. (last image shows me that) Not a keeper.
If you would like a suggestion. I would on the sites to see what to look for as a variety coin for this year, to see what to look for. Knowing where to look for doubled dies, is a much better help:
Obverse: The same:
Variety Vista Site:
1989-P and 1989-S

The last DDR on the quarter reverse devices on the Eagle reverse is 1989-D.

doubleddiedot.com
http://doubleddie.com/2301379.html
1986-P 25¢ WDDR-001 The last one listed.
But on the States and ATB Quarters they are a different story. (starting in 1999)
Variety Visa Obverse listings:

Reverse listings:

doubleddie.com State listings:

ATB listings:

Take a look at these. Basically the DDO is usually on the earlobe area on the obverses and on the reverses the central areas of the designs. Take a look to see what to look for on these. Because without a map, you might never get to where you really want to go.
