I'm thinking there was a struck through debris issue on the '6'. The debris shifted a bit. The Missing VDB is from a die polishing that removed the raised devices on the die. (VDB is raised on the die, incuse normally on the coins) Just like the ATB Quarters, if the die is polished a lot, the incuse devices on the coins suffer with the reduction of the raised devices on the die.
