1978 1 Cent With Weird Looking 8, Raised/Doubled?

Found this 1978 with a weird looking 8, was just wondering what you guys might think it is, to me it looks like an 8 stamped over an 8 but not aligned properly.

The bottom area of the 8 is raised and looks like the 8 is sitting on top of the area in question and the devices are not any smaller than what they should be so I don't think it is MD.

Die Deterioration doubling. There is a variety for this year, a large (high) 8 and lower small 8. The former is harder to find - see the small cent variety issue of the Charlton Catalogue (70th edition).
