I am really no expert on counterfeits at all, but I can't imagine why anyone would counterfeit a common coin in such a horrible grade with apparent polishing, drilling etc. I am going to guess this was prepared for use in jewellery.

Spent part of its life as a jewelry piece.
"Dipping" is not considered cleaning...
