Looks like it took a hit and pushed some of the metal from the torch over the b. PMD in my opinion.

It's not considered an error. It happened in circulation. It's still a 90% silver coin though.

Jpacey , PMD means Post Mint Damage. Some of us use PSD or Post Strike Damage. I would like to see a clear closeup of the affected area. Possibly a die chip?

No more pictures are necessary. You can see where the top of the B has
taken a hit and pushed the metal upward. PMD

You can see on the area of the torch where the metal split away to the left on the top of the area in question.
