Hey there guys ... I believe it's called the collar correct me if I'm wrong but it seems to be missing the strike

The reeds were removed/flattened. Thus the reason for them on silver coins:

... that have the rim with the indentations then this one with out what's the difference

Its because random people filed down the reeds to take the silver, so this only happened on some dimes, not all dimes.

The collar is what puts the reeds on the dime and makes the outside rim round:

This is what a collar and die looks like.

1951-Roosevelt-Dime--No-Collar
This one is a broke collar and you can see the cracked areas on the reed areas.

So on your coin the edge is altered. Possibly sanded, or the reeds were flattened?
