The biggest issue with this coin as the die was aged a lot. Thus the heavy die flow on the fields and the edge of the devices moving towards the rim. What you are seeing on the eye and lids are the die flow lines from the aged die. Not a doubled die, but an aged die strike example. The die had had a crack or die break yet. So it was probably retired in tact. They got their money back from these dies. You might save it to show to new collectors how bad a die can be worn before it is retired to a new collector.
Doubled eyes are rare on the Jefferson's. The 1943 is the only one I can think of right now: Note on the doubled eye, it is raised above the design. (not incuse as Machine Doubling causes)
