I believe it caused by an old master die or hub..think coop made a write-up about this year not to long ago (maybe wrong) lets see if he jumps in along with others

Not even a MAD. They all looked like that, that year. Even the proofs. The master hub was swelling outwards and they enhanced some details on previous years to get by. But the next year they replaced the master hub:
