Greasy, perhaps the rim is bright from wear? I agree it stands out.
No mintmark indicates the coin was minted in Philadelphia. The fact that it appears to be all zinc means it has somehow lost it's copper plating. How? Who knows? Environmental conditions, most likely? Chances are it didn't leave the mint in this condition. We see a lot of these here. I wish I could tell you more, but I don't know if anyone really knows. If it was the result of a mint error, *maybe* it would have some added value over face, but I don't know how you could prove that on a circulated coin.
