I' still trying to learn here, and even though this isn't my post or coin, it's the comments a few of you have made about it being and old cleaning. I'm pretty sure of myself when it comes to buffing, whizzing, scrubbing, spot cleaning, even too long a dipping, but it's the old cleaning I don't understand. Is it the the dark around the stars? If not that, then what tells you it's an old cleaning?
Usually the comment "old cleaning" means the coin has had an opportunity to re-tone. The toning lays down differently than an uncleaned coin. Note how splotchy it appears. Look at enough Morgan dollars returned from the TPGs (details/cleaned) and you'll see the same toning.
