I found the other marks its a die clash. The marks you see in the first post are of Jefferson's pony tail. This post is his neck coller. This is to funny.
Yep, that would be a clash. I have seen some of the more dramatic clashes called "flaming Monticello" since the waves of hair look a bit like flames flickering around.
The marks could also be from two different die clashes or happened at the same time. (In the case the one obverse die bounced) The area next to the device and the field is the affected areas.
Die clashes happen and are generally removed. I save the strongest ones for educational purposes. As for extra value, it depends on who are buying them. To a real variety collector they are just something that happens. But they always look interesting.
