I don't have a coin microscope but I believe I found this particular error. The only thing that is making me second guess myself is the faintness of the D over D portion. Any help would be greatly appreciated. Thank you in advance everyone.

Believe it or not...the date is normal for that year

What you are seeing is the direct result of a very poorly re-engraved master die and is quite common on 1960 small dates from both mints including proofs.

It's much akin to the master die doubling seen on many of the 1972 cents which was also the direct result of a poorly re-engraved master die.

I have added it this time, but you should include the date, mintmark, and the denomination in your titles.

On the large over small dates, the zero is a lot larger:
