Can anyone help me in identifying this Lincoln Penny. It has no back and
Has no observable scratching or buffing marks.

We would need a full pic of the front plus the weight to start helping you.Do both sides of the coin look like that? if yes , this could simply be a blank/unstruck planchet.

The reverse was removed. Note the rim is missing, and probably looks normal on the obverse. The weight should be under, depending on how much of the coin was reduced. Not a mint error. PSD
