1983 P Dime - Error Blank Before Strike?

Looks like this dime began as a blank with metal shavings over the top right of it as it was struck then all but one fell off of the coin. It seems like the part still attached has a bit of copper in it too.

So what do I have here?

This coin was damaged with wire cutters. PSD

I know it's not made by wire cutters. I'm uploading better pics with arrows showing where parts of the side line up with the front. In these new pics you can see that the nickle and copper wave across the area with the ridges so it had to happen during strike and not after.

It's my fault not uploading clearer pics at first.
Also the black arrow is pointing at the overlapping medal that did not come off of the coin. You can see it better in the original 1st and 2nd pics. If I pick at it, it'll come out. I'm not picking at it.

The coin is damaged in circulation. Note the distottion between the reeds? The coin was not struck that way. PSD

@sot, yes I'm with @coop on this one. Perhaps not wire cutters, but I don't think that this dime left the mint looking like this.

The black arrow in your last pic is the teller. There's metal pushed up above the rest of the coin. Indicating damage

It's clearly a damaged coin. PSD. Did not leave the U.S Mint like this. I would suggest researching on error coins on error-ref.com.
