1983 P Dime - Error Blank Before Strike?

I know it's not made by wire cutters. I'm uploading better pics with arrows showing where parts of the side line up with the front. In these new pics you can see that the nickle and copper wave across the area with the ridges so it had to happen during strike and not after.

It's my fault not uploading clearer pics at first.
Also the black arrow is pointing at the overlapping medal that did not come off of the coin. You can see it better in the original 1st and 2nd pics. If I pick at it, it'll come out. I'm not picking at it.

@sot, yes I'm with @coop on this one. Perhaps not wire cutters, but I don't think that this dime left the mint looking like this.

It's clearly a damaged coin. PSD. Did not leave the U.S Mint like this. I would suggest researching on error coins on error-ref.com.
