I just started looking at my dimes and I think this is a 68 is it? And where and what is the mint mark? Is that under his neck?

Looks like a '68 to me. Assuming this coin is clad, then it was minted in Philadelphia and has no mintmark.

If it's 1963 it would be silver right? So how do I tell if it's silver by the side of the coin or no?

It's not a 1963 as the shape of the 3 is much different then the last number, but you can check the side of the coin. If it's silver, the edge will only show silver, but if it's clad, there will be a brown copper layer in the middle of it.
