@CE, it looks to me like the normal circulation wear has slightly damaged the E (and other letters of LIBERTY. With regard to the rim starting to touch the letter L, this is quite common on worn wheat cents and is not a mint error I believe. I'm a little concerned about those light green encrustations on this cent as they are corrosion.
