1968s Lincoln Cent coin . I don`t know what to make of this . is this a double date and rpm ? thank you

That is a 1968-S Cent. It is a common cent with Machine Doubling. Not a doubled die. It is normal for this years cents to be touching the rim of the coins. They fixed the the next year with a new master hub:

The 1968-1972 cents had a lot of Machine Doubling issues during those years. Even the big DDO on the 1969-S had a lot of them with Machine Doubling. PCGS used to show 133 examples of 1969-S non doubled dies that people submitted thinking they found the holy grail. But slabbed a bunch of machine doubled examples think they were going to get the big money for them. But they are just worth face value like your coin. Hope this helps.
